Amy Luginbill

Deputy Director/Director of Operations



Amy Luginbill joined the Idaho Community Health Center Association (ICHCA) as the Deputy Director/Director of Operations in 2022. 

Amy was born and raised in Idaho and holds a Bachelor's of Science in Molecular and Cellular Biology and a Master's Degree in Public Health. Early in her career, Amy worked with Desert Sage Health Center (FQHC) to implement and achieve NCQA recognition as a Patient-Centered Medical Home (PCMH) in three rural clinic locations. Following that, Amy established and led the first state-wide care coordination program under the Blue Cross of Idaho (BCI) Dual Eligible Special Needs Plan (D-SNP) serving more than 3,000 dual-eligible individuals in Idaho to optimize health outcomes and quality of life.

Most recently, Amy brings experience from her work with The Idaho Foodbank, during which time she led organizational strategies that drove sustainable initiatives focused on addressing root causes of food insecurity throughout Idaho, including equitable access to food, healthcare, and social resources. Amy is an expert in program development, team management, and brings her passion for social and health equity to her role at ICHCA. 

Amy enjoys yoga, hiking, backpacking, running, cooking, and exploring outdoors with her partner, son, and goldendoodle.
